Cam Sites in the US: Age Verification by State
There is no federal age-verification law for adult sites in the US, but 27 states now require one, and the Supreme Court upheld Texas' version in June 2025. That makes cam sites in the US work differently depending on where you connect from: in some states you will be asked to verify your age, and a few states add fees to what you pay.

In short
- 27 states have passed age-verification laws for adult websites (Free Speech Coalition, July 2026). Cam platforms are in scope.
- Free Speech Coalition v. Paxton (27 June 2025) upheld Texas H.B. 1181 under intermediate scrutiny, 6-3.
- Texas sued Chaturbate's operator in March 2024; it added age checks within days and settled for USD 675,000.
- Streamate's terms add a 10% fee in Alabama and 2% in Utah tied to those states' laws.
- No federal law: the SCREEN Act failed in committee in August 2026.
Age verification laws for cam sites in the US
Since 2022, states have passed laws that require "commercial entities" publishing enough material "harmful to minors" to verify that visitors are adults. The Free Speech Coalition, the adult industry's trade body, says these laws cover "almost every online adult platform", and live cam sites are no exception. Its FAQ (updated 8 July 2026) lists 27 states:
Alabama, Arizona, Arkansas, Florida, Georgia, Idaho, Iowa, Indiana, Kansas, Kentucky, Louisiana, Montana, Mississippi, Missouri, Nebraska, North Carolina, North Dakota, Ohio, Oklahoma, South Carolina, South Dakota, Tennessee, Texas, Utah, Virginia, West Virginia and Wyoming.
The newest took effect in summer 2026: West Virginia (12 June), Iowa (1 July) and Missouri (9 July), according to the Age Verification Providers Association. One caveat: FSC's own bill tracker header still says "twenty-five states", so counts differ slightly between pages of the same organization.
How the state laws differ
- Threshold. Most states apply the law when more than one third of a site's material is covered. Kansas uses 25% of pages viewed. Missouri, South Dakota, Wyoming and Ohio set no minimum.
- Where it applies. The laws apply where the material is viewed, so your location matters, not the platform's.
- Method. Texas allows government ID or a "commercially reasonable" method using transaction data, plus digital ID. Tennessee requires liveness detection and re-verification every 60 minutes.
- Enforcement. Private lawsuits in some states, attorney general fines in others (Texas and Louisiana: USD 5,000 to 10,000 per day), and felony charges in Tennessee and South Dakota.
The Supreme Court ruling: Free Speech Coalition v. Paxton
On 27 June 2025 the Supreme Court decided Free Speech Coalition v. Paxton (No. 23-1122) 6-3. Justice Thomas wrote that Texas H.B. 1181 "triggers, and survives, review under intermediate scrutiny." Justice Kagan, joined by Justices Sotomayor and Jackson, dissented and argued for strict scrutiny. The Court noted that "at least 21 other States" had similar laws at the time.
Under H.B. 1181 the Texas attorney general can seek up to USD 10,000 per day, plus up to USD 250,000 if a minor accesses the material. The ruling settled the main constitutional question for now, which is why more states followed in 2026.
How cam platforms respond in the US
The clearest case involves Chaturbate. Texas sued its operator, Multi Media LLC, on 19 March 2024 under H.B. 1181. Chaturbate had age verification in place for Texas by 21 March and settled in April 2024 for USD 675,000. 404 Media reported that it uses the identity platform Incode to check ages in Texas. In Kansas, a 2025 suit backed by the National Center on Sexual Exploitation (NCOSE) against Multi Media went to arbitration and was voluntarily dismissed on 4 March 2026 (XBIZ). A parallel Kansas suit against ICF Technology, described as the operator of Jerkmate.com, was dismissed for lack of personal jurisdiction in February 2026 (XBIZ).
What other platforms publish:
| Platform | What it says about US viewer checks |
|---|---|
| CamSoda | Users in locations with age-verification laws must verify first. Options vary: free credit card check, face scan age estimation, ID check, Yoti Digital ID, live ID check. |
| Cam4 | Shows state-law notices and a free card check ("Nothing will be debited"). The regions are not listed. |
| Streamate | Uses "age verification services, where required, and credit card to prove age". Terms add an Alabama fee of 10% and a Utah fee of 2%. |
| Chaturbate | Cam to Cam requires age verification "due to age verification law requirements". No public list of states that require checks on entry. |
| Flirt4Free | "Your region requires a one-time age check": free account plus selfie check or AgeGO login. Regions not listed. |
We found no reputable report that a major cam platform blocks an entire US state. Statewide blocks are widely reported for Pornhub, but not for the cam sites we track. How each platform verifies viewers in each state is not published in detail.
Federal law and new bills
Congress has not passed an age-verification law for adult sites. FSC's bill tracker (as shown on 14 October 2026) records that the SCREEN Act failed in the Senate Commerce Committee on 5 August 2026 and that the KIDS Act (H.R. 7757) was referred to Senate Commerce on 13 July 2026. California's AB 1856 was signed on 10 September 2026. We have not checked what AB 1856 requires, so we make no claim about its effect on cam sites.
Billing and disputes for US viewers
Most cam sites bill through a processor whose name appears on your statement instead of the site's. Our guide to how cam site charges appear on statements lists the names we verified. If a charge is wrong, the CFPB says to send your card issuer a written billing-error notice within 60 days after the statement showing it; the issuer must acknowledge within 30 days. Platforms set their own rules for accounts after a dispute, so read our chargeback guide first.
For US cam models
US federal law (18 U.S.C. 2257) requires producers of sexually explicit content to check every performer's ID and keep records. For depictions performed live online, 28 CFR 75.2 asks for a copy "with running-time sufficient to identify the performer". That is why platforms collect ID and identification footage from models.
Most platforms let US models hide from specific states. Chaturbate blocks by country, US state, Canadian province and UK region; CamSoda and Cams.com by country and US state; Cam4 by any number of countries, states and provinces; LiveJasmin hides you from your home state plus up to three more. Compare them in our geo-blocking guide. Chaturbate offers ACH direct deposit to US models and sends a 1099-MISC to US creators earning USD 600 or more. More in cam model payout methods.
Other countries handle this differently: the UK requires age checks nationwide, while Sweden restricted payments instead (see Chaturbate's Sweden token ban). All country guides are on cam sites by country.
FAQ
Which states require age verification for cam sites?
The Free Speech Coalition lists 27 states as of July 2026, from Alabama to Wyoming, including Texas, Florida, Virginia, Tennessee and, since summer 2026, West Virginia, Iowa and Missouri. The laws cover commercial adult sites in general, cam sites included.
Why does a cam site ask for my ID in Texas?
Texas H.B. 1181 requires age verification, and the Supreme Court upheld it in June 2025. Texas already sued Chaturbate's operator under it in 2024, which led to a USD 675,000 settlement.
Do cam sites block whole US states?
We found no reliable report of a major cam platform blocking a whole state. Platforms instead ask for age verification where required, and some add state fees (Streamate: Alabama 10%, Utah 2%).
Is there a federal age verification law?
No. The SCREEN Act failed in the Senate Commerce Committee on 5 August 2026, and the KIDS Act was still in committee in October 2026.
Can models hide from viewers in their own state?
Yes, on most platforms. Chaturbate, CamSoda, Cams.com, Cam4, MyFreeCams and Flirt4Free document state-level blocking; LiveJasmin covers the home state plus three more.
